Obama unveils sanctions effort to combat cyberattacks

President Barack Obama ordered a new sanctions program Wednesday which could block assets of US and foreign hackers and of companies that seek to profit from cyberattacks. Obama said the threat from cyberattacks was a "national emergency" and the new sanctions could help strike back against those involved in attacks on US targets. "Starting today, we're giving notice to those who pose significant threats to our security or economy by damaging our critical infrastructure, disrupting or hijacking our computer networks, or stealing the trade secrets of American companies or the personal information of American citizens for profit," Obama said in a blog post released by the White House. He added that cyber threats "pose one of the most serious economic and national security challenges to the United States," and that the sanctions will take aim both at hackers and "against companies that knowingly use stolen trade secrets to undermine our nation's economic health." Obama said in his statement that hackers in China, Russia and Iran were among those attacking US targets and added that "it's often hard to go after bad actors, in part because of weak or poorly enforced foreign laws, or because some governments are either unwilling or unable to crack down on those responsible." The announcement comes amid an epidemic of incidents reported in recent months, including a devastating attack against Sony Pictures, and data breaches that stole credit card or health data on tens of millions of Americans.

EU slaps anti-dumping duties on China, Taiwan steel

The EU announced Wednesday it will impose anti-dumping duties for six months on some steel imports from China and Taiwan as a new trade row erupted between Brussels and Beijing. The tariffs will affect imports of flat-rolled stainless steel used to make products like washing machines, dishwashers, medical tools and automobiles. The European Union and China have already clashed over the alleged dumping of products ranging from wine to solar panels to steel pipes. Duties of around 25 percent for the targeted Chinese firms, including industrial giant Baosteel, and 10 percent for the Taiwan companies will take effect from Thursday, the European Union Official Journal said.

17 tourists killed as gunmen attack Tunisia museum

Kalashnikov-wielding gunmen killed at least 17 foreign tourists in a brazen attack Wednesday on Tunisia's national museum before being killed in a police assault, officials said. Polish, Italian, German and Spanish tourists were among the dead, Prime Minister Habib Essid said, adding that two gunmen had been killed. The attack appeared to be the worst on foreigners in Tunisia since an Al-Qaeda suicide bombing on a synagogue killed 14 Germans, two French and five Tunisians on the island of Djerba in 2002. Republican lawmaker vows to summon Clinton for testimony by April

A leading Republican critic of Hillary Clinton said on Wednesday he wants the former secretary of state to testify about her controversial use of personal email for government work by April, timing that could coincide with her expected launch of a 2016 presidential campaign. Alibaba to open US data center in new challenge to Amazon

Chinese online giant Alibaba will open a data center in Silicon Valley, it said Wednesday, challenging US rival Amazon in the field of cloud computing. The company's Aliyun unit, which already competes with AWS (Amazon Web Services) in China, will offer cloud services to US firms in what was described as a gradual rollout. French court refuses Argentina torture suspect extradition

The Cour de Cassation reversed a decision made last year by another court approving the extradition of Sandoval, who acquired French nationality in the 1980s, and ordered that the case be re-examined. US accuses China of illegal export subsidies

The United States announced Wednesday that it has filed a new complaint at the World Trade Organization over alleged Chinese export subsidies to seven industries.
